Our guest speaker this month will be Joseph D. McNamara.
His topic will be “Terrorism”.
Joseph D. McNamara is a Hoover Fellow and the former Chief of Police for the City of San Jose for 15 years. He is recognized as an expert on criminal justice, police technology and management systems, crime prevention, and international drug control policies. Mr. McNamara was appointed a criminal justice fellow at Harvard Law School focusing on criminal justice research methodology and earned a doctorate of Public Administration from the same institution. Prior to being police chief of San Jose, he was the police chief of Kansas City, MO. During Joseph McNamara’s tenure San Jose became the safest city in the country despite having the fewest police per capita. McNamara has also served as lecturer and adjunct professor at five different colleges and has lectured at many of the nation’s top universities including Harvard, Stanford, and UC Berkeley. Other accomplishments include: appearances on Opera, Good Morning America, the Today Show, and other programs, consulting for the US Dept. of Justice and the FBI, author of five books including three bestselling detective novels plus many other articles.

PRESIDENTS MESSAGE
When our Regional Director Joyce Raybourn called me to get a report on what our club has been doing so far this year I was amazed at just going back and giving her the names and topics of our speakers. In January we had our own Laura Riffle telling us about new tax lows to be aware of for. In February we had Dr. George Morata, a Hoover Fellow, give a very clear view on world economics and so much more information to think about. On March 1st Dr Gloria Hom took Governor Schwarzenegger’s California Budget to task. She explained how far we are in debt and how we got there. Remember the next time you see the word “bond” on the ballot be sure to consider what the money is being spent on and do we really need it!
This month we have Mr. Joe McNamara the former police chief of San Jose and a Hoover Fellow. He is going to speak to us about terrorism! Mr. McNamara had an excellent record as the chief of police in San Jose. We see the reports on our TV’s and we read about it in our newspapers and magazines. All these forms of the media are so slanted. It will be good to hear from a man who has spent the better part of his life fighting crime.
I surly wish I could have joined Melanie Morgan’s “These Colors Don’t Run” Caravan at least locally to show the Bay Area that we Republicans really do support our troops and honor the sacrifices they are making everyday. Melanie is on KSFO from 5 AM to 9 AM Monday through Friday.
We have a line up of timely topics and great speakers coming up the rest of the year. Mark your calendars to be sure and come to our meetings. You’ll have time to visit with other good Republican members of our club besides going home with some food for thought. Many good ideas have come from having discussions at a meeting. I know our plates are pretty full as we all live busy lives. But as I heard a speaker say recently about government, “Be Vigilant”. I will take notes and give you a report on what I hear in Eureka. Give some thought about attending Advocacy Workshop in Sacramento April 23 – 24, 2007.

NORTHERN DIVISION CONFERENCE OVERVIEW by Ellen Longworth
The Northern Division Conference in Eureka was well attended. Shirley Harvey, Alice Wilson, and I were there to really hear some great speakers. The Girl Scouts were the Honor Guard and they are celebrating their 95th Anniversary. Every speaker told us how important we are because they are surrounded by Democrats too. The Supervisors of two counties, an assemblyman from their district and two retired men who had been very powerful during Ronald Reagan’s administration reminded us that we do have power and we should make those “Grass Roots” grow. They gave our women’s clubs credit for getting into office. It was wonderful to get out and meet with the “Rurals”.
LEGISLATION
California Update from CRWF
SB 113 - February Presidential Primary. The Governor signed Senate Bill 113, Calderon (d-58) mandating the February 2008 Presidential primary in California. The CFRW Opposed SB 113.
AB 16 – This is the bill that would require all girls entering 7th grade to be injected with the Gardasil vaccine. Due to all the opposition that this bill received not just from Republicans, but from democrats as well, Assemblyman Hernandez was forced to pull his bill. He said that he would address all of the concerns and rework the bill and submit it later.
AB 39 -- Benoit (R-64). Illegal Aliens' Cost of Incarceration. The CFRW supports AB 39. This bill has been assigned to the Assembly committee on Public Safety. Existing federal law requires the federal government to compensate a state for the costs of incarcerating undocumented criminal illegal aliens or to take the undocumented criminal alien into federal custody, as specified. This bill would require the Secretary of the Department of Corrections and Rehabilitation to demand in writing that the United States Attorney General take federal custody of any undocumented criminal alien incarcerated in California's correctional system; and, if the federal government does not comply with the demand, then the secretary shall annually bill the federal government for the costs of incarcerating undocumented criminal aliens. This bill also contains other provisions that may have an impact on other laws.

Second Amendment Scores Shocking Historic Victory. D.C. Court of Appeals Affirms Individual Right to Keep and Bear Arms. In what NBC News described as "the most important ruling on gun control in 70 years," the U.S. Court of Appeals for the D.C. Circuit has held Washington D.C.'s draconian gun control law unconstitutional. In doing so, the Court dramatically confirmed that the Second Amendment confers an individual right "to keep and bear arms," as opposed to some sort of "collective" or "state militia" right concocted by gun-control activists.
Gulf Coast Hurricane Housing Recovery Act of 2007 (Passed House 3/21/07) - Deems $1.2 billion, made available to the Louisiana Recovery Authority (LRA) under the Hazard Mitigation Grants program of the Federal Emergency Management Agency (FEMA), to have been made available to the LRA under certain requirements: (1) for the community development fund of the Department of Housing and Urban Development (HUD) under the Emergency Supplemental Appropriations Act for Defense, the Global War on Terror, and Hurricane Recovery, 2006; and (2) approved by the HUD Secretary for use under the LRA's Road Home Program.

‘THESE COLORS DON’T RUN’ UPDATE
On March 8th the coast to coast caravan tour celebrating America, our Freedoms, and our Troops left San Francisco after two stops in the Bay Area. On March 17th the caravan arrived in Washington DC for a giant pro-troop and patriotic rally that successfully countered anti-war demonstrations marking the four year anniversary of Operation Iraqi Freedom. Flags were collected en route and then displayed on the national mall. The anti-war crowd is on the run; they failed in generating support for a big mass protest. Instead of 100,000 people they had less than 5,000 people. On the bright side, this was the largest gathering of pro-administration counter-demonstrators since the war began!
